The Multilateral Nuclear Environmental Programme in the Russian Federation was signed in May 2003. With the signing of the protocol by Finland, Sweden, Norway, Denmark, the United Kingdom, Germany, France, Belgium, the Netherlands, Russia, and European Commission, many tax and liability issues were eased, making the signing of bi- and multi-lateral agreements for nuclear clean-up and security easier. The signing of MNEPR opened the floodgates of the Northern Dimension Environmental Partnership (NDEP) Nuclear Window, a fund held by the European Bank of Reconstruction and Development (EBRD) for nuclear clean-up in Northwest Russia.
Ratification of the Vienna Convention on Civil Liability for Nuclear Damage will influence positively on the implementation of the international programs on the environmental rehabilitation of the nuclear facilities on the Kola Peninsula in Russia.
Ratification is in the national interests of Russia, said Gennady Khrippel, International Committee deputy chairman of the Russian Federation Council, about the Federal Law On ratification of the framework agreement on a Multilateral Nuclear Environmental Programme in the Russian Federation and Protocol on Claims, Legal Proceedings and Indemnification to the Multilateral Nuclear Environmental Programme in the Russian Federation during his speech at the Russian Federation Council, upper chamber of the Russian Parliament, during its 117th session on December 10th, the Federation Councils website reported.
Murmansk region governor Yury Yevdokimov urged the Russian State Duma deputies to ratify MNEPR agreement as soon as possible.
