US DOE publishes manual for CCS Public Outreach programmes

BRUSSELS – The US Department of Energy’s (DoE) Regional Carbon Sequestration Partnerships programme (RCSP) has published a new manual entitled “Best Practices for Public Outreach and Education for CO2 Capture and Storage (CCS) Projects.” The manual is based on the experience gained throughout the first six years of the RCSP programme and aims to provide guidance to CCS stakeholders whilst designing and conducting effective public outreach and education activities. The Office of Fossil Energy launched the Regional Carbon Sequestration Partnerships program in 2003 to develop and validate CCS as part of a national strategy to reduce greenhouse gas emissions.

The manual emphasises the need to integrate public outreach programmes with the technical side of CCS project management, as well as identifying key stakeholders.  Information sharing and transparency are further highlighted as key components of an effective programme.

This is in line with Bellona’s publication by consultant Dulce Boavida on public outreach programmes for CCS. The Bellona report focuses more specifically on the relationship between each stage of the public outreach programme and its equivalent stage in the technical development of the CCS project.
