Institutional reform is a top priority for French President Nicolas Sarkozy.
After France and the Netherlands rejected the EU Constitution project, Sarkozy proposed a simplified European treaty that would give the 27-country Union a stable president, a foreign minister and more decision making by majority voting in certain policy areas, especially immigration.
The European Commission President, José Manuel Barroso, agrees with the Sarkozy’s proposals but its content is still up for debate.
Nicolas Sarkozy and Italian Prime Minister Romano Prodi want to strengthen coordination of economic policies among the 13 countries sharing the euro.
Sarkozy is reluctant to let Turkey be part of the EU and proposes the creation of a Mediterranean Union, including Turkey, which is currently negotiating EU membership.
