The Norwegian aquaculture industry is regulated by a number of laws and regulations. Government regulations affect discharges from fish farms, monitoring, management plans for disease and parasite outbreaks, technically requirements for farms, fish welfare and ethical considerations. This text gives an overview of the most relevant regulations.
The aquaculture act
The purpose of the act is to promote the aquaculture industry's profitability and competitiveness within the framework of sustainable development. The law sets requirements for aquaculture license and conditions granting such permission. The law also says that aquaculture is to be established, operated and resolved in an environmentally responsible manner. The Ministry of fisheries and coastal affairs can also use the law to require that the necessary environmental studies will be carried out at a given locality. The pollution control act
This law aims to protect the environment against pollution and to reduce existing pollution, to reduce the amount of waste and to promote better treatment of waste. The law should ensure that the environmental quality, so that pollution and waste do not lead to health damage, reduces the well-being or harm nature's capacity for production and self renewal.
The Norwegian animal welfare act
The law applies to live mammals, birds, amphibians, frogs, newts, reptiles, fish and crustaceans. The law should ensure that one takes into account the instinct and natural behavior in such a way that animals are not inflicted suffering.
The Norwegian food law
The purpose of the Act is to ensure safe food and promoting health benefits, quality and consumer considerations along the entire production chain, as well as safeguard environmentally friendly production. The law will further promote good plant and animal health. The law should also safeguard the actors along the entire production chain, including market access abroad.
Internal control regulation
Regulation to ensure a systematic implementation of measures to meet the aquaculture legislation. Regulations to ensure that activities have sufficient knowledge and best practices to detect, correct and prevent violations of aquaculture legislation.
Aquaculture operations regulation
Regulations to promote the aquaculture industry's profitability and competitiveness within the framework of sustainable development, and contribute to create value along the coast. The aim is also to ensure good health of aquaculture animals and safeguard good welfare of fish. The regulation contains a number of requirements for operation of aquaculture facilities related to, among other things, environmental monitoring, hygiene, feeding, use of pharmaceuticals and chemicals.
Sea lice regulations
The purpose of regulation is to set out minimum measures to reduce the amount of sea lice, so that the negative effects on salmon and trout in fish farms and in wild populations are minimized. Regulations require counting, recording and reporting of sea lice. It also sets limits for mandatory delousing in fish farms.
NYTEK-regulation
The purpose of the regulation is to limit the escapes from floating aquaculture installations through ensuring proper technical standards for such installations, as well as proper operation and maintenance of installations. There are specific requirements to certification of aquaculture installations. Moreover, the site will be classified on the basis of the physical stresses that it will be exposed to.
The environmental information act
The law aims to ensure public access to environmental information and thereby make it easier for individuals to contribute to the protection of the environment, to protect itself against health and environmental damage and to influence public and private decision makers in environmental issues. The law should also promote the public the opportunity to participate in public decision making processes of importance to the environment.
