Bellona in Brussels
The European Union (EU) directives, regulations and decisions sets the framework for most environmental policies in Europe. Home to the EU institutions, Brussels has become the centre of gravity for those who want to influence these. As Norway declined EU membership in 1994, a Bellona presence in Brussels became essential in order to continue its work on key environmental issues such as climate change, waste and industrial policies. Bellona Europa was established in 1994 as an NGO registered under Belgian law.
Bellona Europa seeks to influence the making of EU legislation through alliances with other NGOs, industry, academics and progressive politicians, particularly members of the European Parliament. This approach enables us to punch above our weight. We have been actively involved in shaping EU policies on i.a.:
• CO2 capture and storage
• Marine pollution
• Ship-breaking
• Nuclear safety in Russia
• Waste of electric and electronic equipment (the WEEE directive)
European Technology Platform on Zero Emission Fossil Fuel Power Plants (ZEP)
CO2 capture and storage (CCS) is currently the top priority of Bellona Europa. ZEP was set up by the European Commission to provide advice on how to further CCS in Europe. Bellona President Frederic Hauge is vice-chair of the ZEP Advisory Council. This was an important achievement as it revealed recognition by the Commission of Bellona’s work in the field of CCS. The Advisory Council has established five working groups, where Bellona also is a prominent member.
